Richard Turfitt, currently the acting traffic commissioner for Scotland, has been awarded an OBE for Services to Road Safety and Justice in New Year Honours, writes Peter Brown.
He took on the role after Claire Gilmore left in May 2024, and will be replaced by the newly appointed traffic commissioner Sharon Clelland in April 2026. Richard has served as traffic commissioner for the East of England since May 2008 and as senior traffic commissioner (STC) between June 2017 and May 2025.
Richard has overseen the regulation of goods vehicle and public service vehicle operators, ensuring high standards of safety and compliance across the industry.
As STC, he provided strong leadership during periods of unprecedented challenge, including the UK’s exit from the European Union and the COVID-19 pandemic.
He was instrumental in maintaining the continuity of essential hearings and regulatory functions, rapidly introducing virtual proceedings and digital processes to support operators and safeguard public safety.
His tenure as STC also saw the development and implementation of robust statutory guidance and directions, bringing greater legal rigour and consistency to the work of the TCs, and he championed close collaboration with the Driver and Vehicle Standards Agency and other stakeholders, strengthening the regulatory framework and supporting the industry through times of uncertainty.
Kevin Rooney took over as STC last year. He said: “Richard’s contribution goes far beyond the milestones listed here. He has always brought a calm authority and a deep sense of fairness to every decision, earning the trust of colleagues, operators, and stakeholders alike.
“His ability to balance the needs of industry with the requirements of public safety has set a benchmark for all who follow him.
“Richard’s integrity, vision, and commitment to justice have left a legacy within the Traffic Commissioner service and the wider road transport sector. We are proud to see his dedication recognised with this honour.”
